A pair of developers hope to place “another gem in the necklace” on County 30A in South Walton with one of the last untouched parcels along the scenic corridor.

Plans are now in the works for an upscale, 26-acre resort community at the corner of South Watersound Parkway and County 30A just west of Alys Beach. As proposed, “KAIYA Beach Resort” would bring 59 single-family homes, 15 town homes, a 20-room boutique inn with resort spa and fitness center, and nearly 60,000 square feet of restaurant and shopping space to the area.

“We feel like there’s this story that’s been created on 30A that started with Seaside and continued with Rosemary Beach, Alys Beach, Watercolor,” property owner and developer Jason Romair said. “We feel like we’re the next exciting community on 30A. … We’re another gem in the necklace.”

Romair, the owner of Romair Homes in Santa Rosa Beach, has teamed up with entrepreneur John Pinkerton for the project, which began about a year ago with help from several architects and master planning specialists.

The team submitted a proposal for the planned unit development to Walton County officials Tuesday. They hope to kick off construction for the community’s initial infrastructure by the end of this year if plans are approved.

“John and I both love 30A and we want to preserve, protect and enhance the qualities that make it so special,” Romair said. “Since purchasing the property … we put together a high-quality architectural, design and environmental team to help us plan the community.”

Overall, Romair said the community is “low density,” with a heavy emphasis on parks and green space.

About 35 percent of the community would be dedicated to neighborhood parks, walking and bike trails, a formal town square, garden spaces, and wetland and environmental preservation areas.

While the development is not as large as some others along 30A, Romair said the team is using the smaller size to their advantage to creating a well-connected and walkable resort area.

“What’s unique about it is … we’re taking the front end of the project and we’re putting in some high-end retail,” said Romair, who also highlighted other amenities like the spa and fitness center along with full concierge service throughout the community. “Those items change the dynamic of this community a little bit. We offer a little something different, a high level of service.

“We have also been reaching out to and listening to other stakeholders along 30A and have been adjusting the KAIYA master plan to ensure it brings value to residents in the area and is an excellent fit with South Walton’s other dearly loved communities,” Romair said. “That is why we chose to make KAIYA such a low-density community.”

The developers also highlighted several benefits that would be brought forth by the project, including improvements and additions to 30A’s bike paths, rights of way and electrical and utility lines.

With project documents submitted just this week, the plan now will be vetted by the county staff before an extensive public review process, according to Walton County spokesman Louis Svehla.

“We have a Technical Review Committee. We have a Design Review Board. We have a Planning Commission and we have the” Board of County Commissioners, Svehla said. “It will go through all four of those steps before final approval.”

Because the property is along 30A, a designated Florida Scenic Highway, the development is held to more restrictive zoning standards.

“The fact that this is on 30A, this will be looked at even more heavily,” Svehla said. “That’s our crown jewel in the county.”

The previous developers of this parcel took Sandcliff Estates to court looking for access and lost. Project (Aquatera) then folded. Hope this one does the same (folds that is).

Article in Beach Breeze Wednesday says the 2.2 acre beach parcel is part of the development. The article says the project was approved by planning commission.

Thanks for the update. The developer must have closed on the beach parcel recently. I was going off of the Walton County Property Appraiser's map, which still shows the old owner.

Or maybe a contract with contingencies.

The Planning Commission recommended approval, the project has not gone before the County Commission, as stated in the article.

Yeah, the family caved and now walk away with millions. Which is their right/choice. This new community has gone through 7-8 revisions with probably more to come. The developer knows how to lobby the right folks and was successful overturning the 250 ft buffer rule between residential preservation neighborhoods and commercial development. And more changes are coming. Sand Cliffs had a beautiful beach and a old Florida feel to its neighborhood . but now will need to share with the new development across the street.

Yeah I would be upset if I suddenly had 100+ new neighbors (from one lot) on my quiet beachfront sub. Alys Beach can't be too happy either. They should have bought it for a buffer. I wonder if there was any effort to pool money from sandcliffs owners to buy it.

The family had always been adamant about not selling. Suppose everyone has their price.

I like the residential area, but there seems to be a lot crammed into the area closest to 30A. Is that a multi-story parking garage directly north of the beach access? And since when are parallel parking spaces allowed on 30A?

There is parallel parking in other places on 30A. Most of the southern buildings is likely commercial. Probably the northeastern portion is wetlands. Anytime you see developers designating an area as "open to the public" it is usually areas they can't build on and are trying to turn a negative into a positive without it costing them anything.

If there is a pool open to the public as mentioned you will probably see a flock of pigs soaring over the dunes like seagulls.

By Dotty Nist

The owner of a single-family residence adjacent to part of the Kaiya Planned Unit Development (PUD) is opposing the county’s approval of the mixed-use development, alleging that the approval was “inconsistent with the Walton County Comprehensive Plan and Land Development Code.”
The property owner and plaintiff, Tallahassee resident Edward M. Mitchell, filed his legal complaint against Walton County on June 10 in Walton County Circuit Court, in his own name and that of Mitchell Brothers, Inc., the company for which he serves as president and principal. His Walton County property is part of the Sand Cliffs subdivision.

Kaiya, a mixed-use development approved for a 28+-acre site on the east end of CR-30A, received a 4-0 vote of the Walton County Board of County Commissioners (BCC) on May 10. The main portion of the development site is at the northeast corner of the WaterSound Parkway and CR-30A intersection, with a 2.2-acre portion less than 100 feet in width extending from the south side of CR-30A to the gulf.

The latter portion has been referred to as the May property due to a history of ownership of the property by the May family.

The beginning of subgrade construction on the north side of the Kaiya property, in preparation for homes, was recently announced by Kaiya owners Romair Homes and Jason Romair, with home construction anticipated for 2017.

The Mitchell complaint is related to the southern portion of the development, where a single-family residence has been located for a number of years. According to the complaint, as acknowledged by the county, “The Kaiya South Parcel was approved for 16 attached dwelling units at the north end and a beach club building, swimming pool, cabana and three or four-story multifamily building constructed above a partially underground parking deck at the south end of the parcel. Units located on the south parcel include twelve townhomes, two of which are two-story, ten of which are three-story and four condominium buildings that are three stories in height.”

The northern parcel was approved for 148 residential units and approximately 138,562 square feet of commercial space including retail, office, limited lodging, health and fitness, civic, and back-of-house services.

The southern parcel is classified as Neighborhood Infill, according to the Walton County Future Land Use Map.

The southern part of the development just seems totally wrong. Even if it was a stand alone it seems totally wrong. Imagine you live in a quiet subdivision on the gulf and one of the gulf front owners decides to put up 16 townhomes. Then imagine adding 148 more units. Boggles the mind.

Everyone in SoWal should be outraged by this.

As a local Realtor, I have not seen nor heard any updates as to the pricing at Kaiya. They have, however, purchased land across 30A for deeded beach access. Work at the site on the North side of 30A is still in the beginning phases with infrastructure.
